海上风电成本变化趋势及其影响因素分析

Analysis on the Future Trend of Offshore Wind Power Cost and Its Determinants

摘要: 海上风电的成本变动趋势是海上风电能否尽快实现平价上网和可持续发展的决定性因素。本文结合实地调研和公开数据资料，总结海上风电的成本结构与现状、分析影响成本变化的因素以及未来的变动趋势。在此基础上，针对当前我国海上风电成本过高的问题，结合欧洲海上风电以及我国陆上风电发展的经验提出政策和规划的建议。研究对于推动海上风电成本下降、实现海上风电合理规划以及减轻可再生能源补贴负担具有一定的现实意义。

Abstract: The future changing trend of offshore wind power is the key factor to determine whether it can achieve grid parity and sustainable development. Based on the field survey and public data, we summarize the current status of China’s offshore wind power cost, and analyze the components of the cost structure and their changing trend. The experiences of European offshore wind power development are drawn to give recommendations for China’s offshore wind power development. The study has practical meaning to help lower the offshore wind power cost and reduce the financial burden of governmental support.
