老幼复合模式下社区养老服务探究

Research on Community Aged-Care Services under Elderly and Children Composite Mode

摘要: 随着我国老龄化程度不断加深，我国养老服务需求与供给矛盾突出，家庭养老功能被分化，老年人被边缘化现象严重，亟待社区等社会养老服务供给主体对养老服务进行支持。如何解决养老服务供给不足，开发“银发浪潮”人力资源，杜绝“废物式”养老倾向，成为当前养老服务的主要目标之一。在代际互助理论的支持下，国际上进行了老幼复合社区的研究与实践，为我国社区养老服务提供了新路径。基于以上背景，本文依托增能理论，阐述老幼复合社区对老年人的积极影响，总结国际上老幼复合社区的实践经验，分析我国推行老幼复合模式的阻碍因素，对我国老幼复合社区建设和发展提出建议，以促进社区养老服务的发展，推动老年人实现成功老化。

Abstract: With the deepening of my country’s aging degree, the contradiction between the demand and supply of aged-care services in our country is prominent; the family support functions are divided; and the elderly are seriously marginalized. There is an urgent need for community and other social elderly service providers to support them. How to solve the insufficient supply of aged-care services, develop the “silver wave” human resources, and eliminate the tendency of “waste-style” elderly care has become one of the main goals of the current aged-care services. With the support of the theory of intergenerational mutual assistance, research and practice on elderly and children composite communities have been carried out internationally, which has provided a new path for the Chinese community aged-care services. Based on the above background, this article relies on the empowerment theory to explain the positive impact of the elderly and children compound community on the elderly, summarizes the international practical experience of the elderly and children compound community, analyzes the obstacles to the implementation of the model of elderly and children composite communities in China, and puts forward suggestions for the construction and development of elderly and children composite communities in China to promote the development of community aged-care services and promote the successful aging of the elderly.
