摘要: 一次性塑料在生产生活中给人们带来极大便利的同时也带来了十分严重的环境问题。目前一次性塑料污染已经引起全球范围内国家和地区的重视，各国纷纷出台相关政策管理塑料污染。我国一次性塑料污染控制目前仍存在法律法规不够完善、原则性强而操作性弱等问题。在应对策略上，我国应完善生产者责任延伸制度，制定差别化产业政策，加大对可降解塑料产业的政策倾斜，促进替代产品市场化。与此同时，应当扩大宣传教育，形成社会共治、公共参与的塑料污染治理格局。

Abstract: Disposable plastics bring great convenience to people in production and life, but also bring very serious environmental problems. At present, disposable plastic pollution has attracted the atten-tion of countries and regions all over the world, and many countries have issued relevant policies to manage plastic pollution. At present, there are still some problems in the control of disposable plastic pollution, such as imperfect laws and regulations, strong principles and weak operability. In terms of countermeasures, China should improve the extended producer responsibility system, formulate differentiated industrial policies, increase the policy preference for degradable plastics industry, and promote the marketization of alternative products. At the same time, publicity and education should be expanded to form a pattern of plastic pollution control featuring social co-governance and public participation.
