提升“亩均效益”推进高质量发展的路径分析——基于浙江省金华市的分析

Analysis of the Path to Improve the “Per-Mu Benefit” and Promote High-Quality Development—Based on the Analysis of Jinhua City, Zhejiang Province

摘要: 2018年以来，浙江省商务厅制定“亩均效益”开发区领跑行动，加快提升全省开发区发展质量效益。本文结合金华市的实际情况，通过对“亩均效益”评价相关要素资源配置的分析和“亩均效益”评价指标及影响因素的剖析，针对金华开发区情况提出提升“亩均效益”迈向高质量的发展路径。重点提出高质量增长路径建议，为开发区政府、相关企业以及市场资源的合理高效配置提出建设性意见，旨在促进产业结构的转型升级、提质增效。

Abstract: Since 2018, the Zhejiang Provincial Department of Commerce has formulated the “Benefit per Mu” development zone leading action to accelerate the improvement of the quality and benefit of de-velopment zones in the province. Based on the actual situation of Jinhua City, this paper analyzes the resource allocation of relevant elements of the “per mu benefit” evaluation and the analysis of the “per mu benefit” evaluation index and influencing factors, and proposes a path of high-quality development to improve the “per mu benefit” in the Jinhua Development Zone. It focuses on putting forward suggestions for high-quality growth paths, and putting forward constructive suggestions for the reasonable and efficient allocation of development zone governments, related enterprises and market resources, with the aim of promoting the transformation and upgrading of the industrial structure, improving quality and efficiency.
