关于“十四五”时期畜禽养殖废弃物资源化利用政策的建议

当前我国生态环保任重道远。“十四五”时期推进畜禽养殖粪污资源化利用,既有利于全面强化农业面源污染的综合治理,又有利于促进农业内循环。通过对相关政策的执行现状调研发现,目前畜禽养殖粪污资源化利用工作尚存在以下问题:项目备案覆盖面小,宣传力度不够,资源化利用效率不高。针对上述问题提出“有扶有罚、以服代奖、鼓励开展工业化规模化处理”的对策建议。通过精准服务,真正实现畜禽养殖户从“输血”到“造血”的根本转变。
Abstract:
At present, my country has a long way to go to protect the environment. During the “14th Five-Year Plan” period, promoting the utilization of livestock and poultry farming manure as a resource is not only conducive to comprehensively strengthening the comprehensive management of agricultural non-point source pollution, but also conducive to promoting agricultural internal recycling. Through the investigation of the current implementation of relevant policies, it is found that the current uti-lization of manure from livestock and poultry farming still has the following problems: the project filing coverage is small, the publicity is insufficient, and the resource utilization efficiency is not high. In response to the above-mentioned problems, the countermeasures and suggestions of supporting and punishing, serving as a substitute for rewards, and encouraging large-scale industrialization processing are proposed. Through precise services, the fundamental transformation of livestock and poultry farmers from “blood transfusion” to “hematopoiesis” is truly realized.
