摘要: 城市建设及地下轨道交通业是我国的重要产业之一，目前铁路桥梁和城市地下轨道交通建设企业已经迈进了新常态的发展阶段，在全面预算的背景下，企业在财务预算和风险控制方面存在着一些问题和挑战。为了更好地推动城市轨道交通建设行业的发展，本文对这些问题进行深入研究，并提出有效的解决方案。

Abstract: Urban construction and underground rail transit industry are one of the important industries in China. At present, railway bridge and urban underground rail transit construction enterprises have entered the new normal development stage. Under the background of comprehensive budget, there are some problems and challenges in financial budget and risk control of enterprises. In order to better promote the development of urban rail transit construction industry, this paper makes an in-depth study of these problems and puts forward effective solutions.
