基于AHP法城市基层社区韧性指标构建策略研究

Research on the Construction Strategy of Resilience Index of Urban Grass-Roots Communities Based on AHP Method

摘要: 城市治理已经进入常态管理与非常态管理兼具的新常态。基层社区作为城市的细胞与基层治理单元，对于风险的防范有重要作用。从基层社区的韧性切入，总结韧性的内涵与历程，对韧性城市、韧性社区做概念梳理，通过Norris的韧性社区模型构建社区韧性的指标体系，并用AHP方法构建出用于社区实践应用的二级指标体系的权重，相应给出城市基层社区韧性社区建设的提升策略。

Abstract: Urban governance has entered a new normal with both normal management and abnormal management. The grass-roots community, as the cell and grass-roots governance unit of the city, plays an important role in the prevention of risks. Starting from the resilience of grass-roots communities, summarizing the connotation and history of resilience, sorting out the concepts of resilient cities and resilient communities, constructing a community resilience index system through Norris’s resilient community model, and using AHP method to construct a secondary level for community practical applications. The weight of the indicator system provides corresponding improvement strategies for the construction of resilient communities in urban grassroots communities.
