社工介入分散供养特困老人服务的实践研究

Research on Social Work Intervention in Decentralized Services for the Extreme Poor Elderly

摘要: 为了更好的为分散供养特困老人提供服务，民政局通过项目招标的方式引入社会工作来开展具体服务。通过对滨州市滨城区社会工作介入分散供养特困老人服务项目的调查和研究，可以看出社会工作在为特困老人提供服务方面具有专业性、创新性等优势，但是也存在着灵活性差、易主观性等不足。为了更好的发挥社会工作在开展分散供养特困老人服务方面的功能，机构要加强与政府联系，促进社会工作发展、完善社工机构管理制度，加强人才队伍建设、加强服务能力训练，秉持专业价值理念、还要激发服务对象参与，促进特困供养人员服务质量的提升，为之后社会工作开展服务提供经验。

Abstract: In order to better provide services for the elderly in extreme poverty, the Civil Affairs Bureau in-troduced social work to carry out specific services by way of project bidding. Through the investigation and research on the project of social work in Bincheng District of Binzhou City, we can see that social work has advantages of professionalism and innovation in providing services for the elderly in extreme poverty, but it also has disadvantages such as poor flexibility and subjectivity. In order to give a better play to the function of social work in providing services to the elderly in extreme poverty, social work organizations should strengthen contact with the government, promote the development of social work, improve the management system of social work organizations, strengthen the construction of talent team, strengthen the training of service ability, and uphold professional values. It also needs to stimulate the participation of service objects, promote the improvement of service quality for the needy, and provide experience for the service of social work in the future.
