我国健身休闲产业政策执行效果分析与研究
Analysis and Research on the Implementation Effect of China’s Fitness and Leisure Industry Policy
摘要: 通过研究文献、实地考察和专家咨询等,综合判断我国体育健身休闲产业政策执行效果,并对促进健身休闲产业快速发展的各类因素进行分析。研究显示:对体育健身休闲产业起主要促进作用的政策文件是体育产业类政策,市场规范类政策所起作用较小,税收政策影响也不显著;健身休闲产业政策效果在北京、上海、浙江、广东、江苏所起作用显著;对体育健身休闲企业的数量的增加的影响作用大,但是对服务质量提升效果不明显;对体育旅游、球类健身休闲产业、户外运动、健身会所的影响效果显著,对高尔夫球产业的促进作用很小。影响我国体育健身休闲产业政策不能有效发挥作用的四大因素为:政策本身、政策执行机关、政策环境以及政策对象方面,其中政策内容本身和执行机关影响因素最大。提高我国体育健身休闲产业政策执行效果的主要建议为:及时跟进配套政策方案、针对不同问题、不同项目、不同地区设计政策内容,扩大政策指定的参与程度和参与效果,提高政策执行机关的执行意识和政策执行能力,加强政策评估。
Abstract:
Through research literature, on-the-spot investigation and expert consultation, this paper com-prehensively judges the policy implementation effect of my country’s sports fitness and leisure industry, and analyzes various factors that promote the rapid development of the fitness and lei-sure industry. The research shows that the policy documents that play a major role in promoting the sports, fitness and leisure industry are the sports industry policies. The market normative policies have little effect, and the tax policy has no significant impact. The effect of the fitness and leisure industry policies is in Beijing, Shanghai, Zhejiang, Guangdong and Jiangsu play a significant role; it has a great impact on the increase in the number of sports, fitness and leisure enterprises, but has little effect on improving service quality; it has a significant impact on sports tourism, ball fitness and leisure industry, outdoor sports, and fitness clubs, the promotion of the golf industry is very small. The four major factors that affect my country’s sports, fitness and leisure industry policies are not effective: the policy itself, the policy implementing agency, the policy environment and the policy object, among which the policy content itself and the implementing agency are the most influential factors. The main suggestions for improving the implementation effect of my country’s sports, fitness and leisure industry policies are: follow up supporting policy plans in a timely manner, design policy content for different issues, projects, and regions, expand the degree of participation and participation effect specified by the policy, and improve the implementation of policy executive organs. Awareness and policy implementation capacity can strengthen policy evaluation.
