基于政策工具视角的我国嵌入式养老政策量化分析

Quantitative Analysis of China’s Embedded Elderly Care Policy from the Perspective of Policy Tools

摘要: 发展嵌入式养老，是在人口老龄化进程加快、传统养老方式出现弊端的背景下，满足多元养老需求、提高养老服务质量的重要途径。以嵌入式养老作为切入点，基于政策工具视角，运用内容分析法对我国嵌入式养老政策进行研究，结果表明，我国嵌入式养老政策存在政策工具使用比例不均衡、政策工具有效性发挥不足的问题。为此，应对政策工具使用结构进行优化，加强不同政策工具之间协同作用以及专业服务队伍和设施建设，不断完善我国嵌入式养老政策体系。

Abstract: The development of embedded elderly care is an important way to meet the diversified needs of pension and improve the quality of pension service under the background of accelerated aging of population and drawbacks of traditional pension. Based on the perspective of policy tools, this paper uses content analysis method to study China’s embedded elderly care policy. The results show that China’s embedded elderly care policy has the problems of unbalanced use of policy tools and insufficient effectiveness of policy tools. Therefore, the use structure of policy tools should be optimized, the synergy between different policy tools and the construction of professional service teams and facilities should be strengthened, and the embedded elderly care policy system in China should be constantly improved.
