城镇职工基本养老保险基金的可持续发展研究

Research on the Sustainable Development of Basic Endowment Insurance Fund for Urban Employees

摘要: 在新时代社会转型的背景下，中国面临着人口老龄化危机，亿万老年人口的养老问题亟待解决。城镇职工基本养老保险基金作为我国养老保险体系的重要支柱之一，直接影响着民生福祉和社会稳定，因此其需要具备科学和完善的基金管理制度，保障基金的可持续发展。本文从城镇职工基本养老保险基金的运营现状出发，通过近年来基金的参保和收支情况，将数据可视化，探究分析了城镇职工基本养老保险基金在发展进程中面临的困境，研究发现应缴未缴的基金数额愈来愈高、基金的投资运营过于依赖资本市场以及社会监管缺失。基于这些问题提出相应的解决对策，为进一步提升城镇职工基本养老保险基金的管理效能提供新的思路。

Abstract: Under the background of social transformation in the new era, China is facing the crisis of population aging, and the pension problem of hundreds of millions of elderly people needs to be solved urgently. As one of the important pillars of China’s pension insurance system, the basic pension insurance fund for urban workers directly affects people’s livelihood and social stability. Therefore, it needs to have a scientific and perfect fund management system to ensure the sustainable development of the fund. Starting from the operation status of the basic pension insurance fund for urban workers, this paper explores and analyzes the difficulties faced by the basic pension insurance fund for urban workers in the development process through the data visualization of the insurance participation, income and expenditure of the fund in recent years. It is found that the amount of funds that should be paid is increasing, and the investment and operation of the fund are too dependent on the capital market and the lack of social supervision. Based on these problems, the corresponding countermeasures are proposed to provide new ideas for further improving the management efficiency of the basic pension insurance fund for urban workers.
