德国长期护理保险筹资方式及启示

German Long-Term Care Insurance Financing Methods and Enlightenment

摘要: 伴随人口老龄化的加速，我国老年人对护理的需求也逐渐增大且呈现出越来越强烈的状态。德国在老年长期护理保险制度尤其是其资金筹集方面有着较好的经验，因此对德国长期护理保险制度的筹资对象、筹资水平和筹资责任分担进行分析可为我国长期护理保险制度的筹资方式设计提供一个可行的方向，主要是从这三个方面着手：扩大长期护理保险的参保对象、合理调整长期护理保险的筹资水平以及筹资责任的多主体划分。

Abstract: With the acceleration of population aging, the demand for nursing for the elderly in China is also gradually increasing and showing an increasingly strong trend. Germany has great experience in the elderly long-term care insurance system, especially in fund-raising. Therefore, the analysis of the fund-raising object, fund-raising level and fund-raising responsibility sharing of the long-term care insurance system in Germany can provide a feasible direction for the fund-raising design of China’s long-term care insurance system. It mainly starts from these three aspects: expanding the insured people of long-term care insurance, reasonably adjusting the financing level of long-term care insurance and the multi-body division of financing responsibility.
