基于集体行动制度的广西Q村H江公地资源与公地悲剧探析

An Analysis of the Commons and the Tragedy of the Commons of the H River in Guangxi Q Village Based on the Collective Action

摘要: 随着乡村振兴的发展，广西Q村也逐渐从一个传统农村变成了一个现代化村庄。然而，在发展的过程中，也产生了些许问题，由于Q村村民对H江水资源的过度使用所引发的公地悲剧就是其中之一。本文依次从囚徒困境、集体行动逻辑、公地悲剧理论对该公地悲剧事件进行分析，并以奥斯特罗姆提出的自主治理的集体行动制度为蓝本，结合以中国化的应用，对Q村H江公地资源的治理与公地悲剧的解决提出了一定的构想与较为合理的建议，同时为相关研究提供了一定的经验价值。

Abstract: With the development of rural revitalization, Q Village in Guangxi has gradually changed from tradition to modern. However, in the process of development, some problems have also arisen, one of which is the tragedy of the commons caused by the excessive use of H River water resources by villagers in Q village. This paper analyzes the tragedy of the commons according to the prisoner’s dilemma, the logic of collective action, and the theory of tragedy of the commons. Based on the collective action of self-governance proposed by Elinor Ostrom, combined with the application of Chinese-characterization, this paper put forward some ideas and reasonable suggestions for the governance of the H River commons resources in Q village and the resolution of the tragedy of the commons as well as some experience and value for related research.
