义务教育教师交流政策执行失真研究——以青岛市S区为例
Research on the Implementation Distortion of Compulsory Education Teacher Exchange Policy—A Case Study Based on S District of Qingdao City
摘要: 教师交流是推进义务教育均衡发展和实现教育公平的重要措施。尽管教师交流政策推行多年已取得一定成效,但在政策执行过程中存在明显的替代式执行、减损式执行、僵化式执行等政策执行失真问题。在制度分类理论视阈下,全面分析青岛市S区教师交流政策执行失真成因,在借鉴国外教师交流政策经验的基础上,提出健全教师交流公共规则、创新教师交流组织制度、完善教师交流运行机制、转变教师交流观念和强化教师事业信仰等制度性措施,推动我国教师交流制度化、常态化地顺利推进。
Abstract:
Teacher exchange is an important measure to promote the balanced development of compulsory education and realize educational equity. The teacher exchange policy has been carried out for many years, and has achieved certain results. However, in the process of policy implementation, there are obvious problems of distortion of policy implementation, such as explicit substitution implementation, derogation implementation and rigid implementation. From the perspective of the Institutional classification theory, this paper comprehensively analyzes the causes of distortion of teacher exchange policy implementation in S district of Qingdao. On the basis of the experience of foreign teacher exchange policy, the author put forward some suggestions for institutional improvement, including improving the public rules, innovating the organization system, perfecting the operating mechanism, changing the ideas and strengthening the faith of teacher enterprise.
