摘要: 随着航空公司的不断发展，签派员资质管理的必要性逐渐突出，建立签派员资质管理系统，能有效地避免因人为管理差错导致的放行事故。本文就签派员资质管理系统的需求展开论述，提出该系统的构成要素，描述该系统的应用场景，为实现签派员自动化管理和放行作铺垫。

Abstract: With the development of airlines, the necessity of dispatcher qualification management is becoming more and more prominent. The establishment of the dispatcher qualification management system can effectively avoid release accidents caused by human management errors. This paper discusses the requirements of dispatcher qualification management system, puts forward the constituent elements of the system, describes the application scenario of the system, and paves the way for the realization of dispatcher automatic management.
