公共卫生视角下保障船员权益

Safeguarding the Rights and Interests of Sailors from the Perspective of Public Health

摘要: 疫情是突发性的国际公共卫生事件，不但对船员的合法权益遭到损害，也对航运业产生影响。一方面是因为面对突发性的疫情，船员权益保障中生命健康权、劳动权和薪酬权的医疗保障措施不到位，另一方面是各个地区、国家防疫措施的不同导致船员换班和遣返的权利得不到实现。基于保障船员权益的角度出发，从国内立法、完善医疗服务保障，加强国际合作促进船员权益得到确实的保障。

Abstract: The epidemic is a sudden international public health event, which not only damages the legitimate rights and interests of sailors, but also affects the shipping industry. On the one hand, in the face of sudden epidemic, the medical protection measures of life and health, labor rights and remuneration rights of seafarers are not in place. On the other hand, the different epidemic prevention measures of different regions and countries lead to the failure to realize the right of seafarers to change shifts and repatriate. Based on the perspective of protecting the rights and interests of seafarers, the domestic legislation, the improvement of medical services, and the strengthening of international cooperation promote the true protection of seafarers’ rights and interests.
