Enlightenment on the Construction of the National Carbon Market Based on the Operation Experience of Shanghai’s Carbon Market

摘要: 全国碳市场是实现双碳目标的重要政策手段，对于我国经济结构转型和产业升级意义重大。本文选取上海试点碳市场作为典型案例，通过对上海碳市场的机制、运行现状介绍，并且总结了上海碳市场的取得成就和存在的问题，最后给出了建设全国碳市场的政策建议，为全国碳市场建设提供参考。

Abstract: The national carbon market is an important policy means to achieve the dual carbon goal, which is of great significance to China’s economic structural transformation and industrial upgrading. This paper selects the Shanghai pilot carbon market as a typical case, introduces the mechanism and operation status of the Shanghai carbon market, summarizes the achievements and existing prob-lems of the Shanghai carbon market, and finally gives policy suggestions for the construction of the national carbon market, which provides reference for the construction of the national carbon mar-ket.
