乡村振兴视角下的农业转移人口市民化政策优化研究

Research on Policy Optimization of Citizenization of Agricultural Transfer Population from the Perspective of Rural Revitalization

摘要: 自上世纪50年代提出之日起，国内的城镇化便一直采用城乡二元、工业优先的发展模式。在传统政策观中，农业转移人口被视为促进城市与工业发展的调节性生产要素。由于城市对农业转移人口的接纳仅停留在经济层面，导致农业转移人口长期处于“半市民化”的尴尬境地，城镇化始终未能实现由“物”到“人”的本质转变。乡村振兴战略的提出为农业转移人口市民化政策的制定带来了新思路、提出了新要求。乡村振兴背景下的市民化政策必须正视已经显现出的政策偏差，在坚持科学政策观、深入研究城市发展规律的同时兼顾各相关主体利益，逐步建构起农业转移人口市民化政策定制、落实、监督、评价及完善的循环闭合回路。

Abstract: Since it was put forward in the 1950s, China’s urbanization has been adopting the urban-rural dual development model and giving priority to industry. In the traditional policy view, the migrant agricultural population is regarded as a regulatory factor of production to promote urban and in-dustrial development. Because the city’s acceptance of the migrant agricultural population only stays at the economic level, the migrant agricultural population has been in the awkward situation of “semi-citizenization” for a long time, and urbanization has not realized the essential transfor-mation from “things” to “people”. The proposal of the rural vitalization strategy brings new ideas and demands for the citizenization policy of the migrant agricultural population. The citizenization policy under the background of rural revitalization must face up to the existing policy deviation, take into account the interests of all relevant subjects while adhering to the scientific policy view and in-depth study of the law of urban development, and gradually construct a circular closing loop of the customization, implementation, supervision, evaluation and improvement of citizenization policy for the migrant agricultural population.
