辽宁城乡医疗救助体系面临的问题及完善对策

Problems and Countermeasures of Liaoning Urban and Rural Medical Assistance System

摘要: 基本医疗保险、大病保险和医疗救助三重制度为我国贫困群体提供了多层医疗保障。2004年辽宁农村和城市医疗救助制度开始建立实施，医疗救助与基本医保、大病保险实现了有效衔接，医疗救助的保障水平与服务能力不断提高。但在医疗救助体系发展中，仍面临医疗救助资金不足、保障能力有限等问题。本文对辽宁城乡医疗救助体系建设情况进行深入分析，并提出加大政府投入、形成多元筹资机制、完善医疗救助政策、加强基金监管等对策，以促进该体系进一步完善。

Abstract: The triple system of basic medical insurance, serious illness insurance and medical assistance provides multiple guarantees for the poor in our country. In 2004, the urban and rural medical assistance system of Liaoning province was established and implemented. Since then medical assistance, basic medical insurance and serious illness insurance cooperate with each other, leading to great improvement of its guarantee level and service ability. However, in the process of development of medical insurance system, it still faces problems such as insufficient medical assistance funds and limited support capabilities. This paper makes an in-depth analysis of the construction of urban and rural medical assistance system of Liaoning province, and puts forward some countermeasures, such as increasing government funding, forming diversified financing mechanism, improving medical assistance policy and strengthening fund supervision, so as to promote the further improvement of the system.
