大学治理范式的转变:由冲突走向折中
The Transformation of University Governance Paradigm: From Conflict to Compromise
摘要: 2021年,我国高等教育发展正式进入普及化阶段,呈现出前所未有的蓬勃发展态势。但入学人数的激增与体量扩大同时也为大学带来了管理挑战。高等教育理论界认同大学存在三种典型治理范式:科层范式、学院范式和政治范式。由于大学系统的公共性与复杂性,三种治理范式同时存在于大学环境中,其矛盾很有可能激化形成冲突。本文从组织观的视角对三种治理范式的深层矛盾的逻辑成因、表现形式进行了分析,并针对每一种矛盾形式,综合过往的研究和我国当前国情,总结出理论上的可能调和路径和实践上的调和方案。建议我国大学可以通过建立管理者的科学认知、建立高科学性的智囊团、平衡学校利益相关方需求等方式,进一步有效调和大学治理范式,化解潜在冲突。
Abstract: In 2021, the development of higher education has officially entered the popularization stage, presenting the unprecedented booming development situation. But the surge in enrollment and expansion has also created administrative challenges for universities. The theoretical circles of higher education agree that there are three typical governance paradigms in universities: bureaucratic paradigm, college paradigm and political paradigm. Due to the public nature and complexity of the university system, three governance paradigms exist in the university environment at the same time, and their contradictions are likely to intensify and form conflicts. This paper analyzes the logical cause and manifestation of the three governance paradigms’ deep contradictions from the organizational perspective, and then, aiming at each contradictory form, combining the past research and the current conditions of our country, concludes the possible harmonic path in theory and the practical harmonic solution. It is suggested that Chinese universities can further harmonize university governance paradigm and resolve potential conflicts by establishing administrators’ scientific cognition, establishing highly scientific think tanks and balancing the needs of university stake-holders.
