基于三方视角研究社区居家养老问题及对策：救助主体、救助过程和救助客体

Research on Issues and Countermeasures of Community Home-Based Elderly Care Based on a Tripartite Perspective: The Subject, Process and Object of Salvation

摘要: 老龄化问题在世界各国蔓延，养老服务成为当前研究的热点。基于中国目前的居家养老模式，未来将有90%以上的老年人居住在家中。在“十四五”规划中，老年居家服务成为老年人最重要的职责和护理体系，但我国养老模式还存在一些问题和不足，现有的很多文件都是从政府、社会和社区等角度来研究的。本文另辟蹊径，从供给主体、供给过程、供给客体三个维度探究社区居家养老存在的问题，并针对问题给予解决措施。

Abstract: The issue of aging is spreading throughout the world, and home-based elderly care has become a hot topic of current research. Due to China’s current support model for the elderly, more than 90% of the elderly will live at home in the future. In the “14th Five Year Plan”, home care for the elderly has become the most important responsibility and nursing system for the elderly. However, there are still some problems and shortcomings in China’s elderly care model. Many existing documents have been studied from the perspectives of government, society, and community. This article explores the existing problems of community home-based elderly care from three dimensions: supply subject, supply process, and supply object, and provides solutions to the problems.
