银川市智慧治理的运作逻辑与优化策略

Operation Logic and Optimization Strategy of Intelligent Governance in Yinchuan

摘要: 在互联网时代，加强城市智慧治理能力建设，提高基层治理的数字化和智能化水平，是推动治理现代化的内在要求。目前，银川市对智慧治理能力的运作逻辑是以治理数据整合能力为前提，以智慧治理基础设施为基础，以智慧治理“两微一端一APP”格局运行为核心，从而进行城市智慧治理。在银川市智慧治理实际实施的过程中，仍然存在着信息公开不充分且公开质量偏低，公众对智慧治理的参与意识薄弱等问题，这些问题极大程度的限制了基层政府智慧治理能力的提升。当前，我们需要从促进政务信息公开化，提高信息公开质量；加强对智慧治理的宣传教育，提高公众参与意识等方面来优化银川市的智慧治理能力。

Abstract: In the era of smart governance, strengthening the construction of smart governance capacity in Yinchuan and improving the digitalization and intelligence level of grass-roots governance are the internal requirements for promoting governance modernization. At present, the operation logic of Yinchuan’s smart governance capability is based on the governance data integration capability, the smart governance infrastructure, and the smart governance system operation, so as to carry out smart governance at the grass-roots level. During the actual implementation of smart governance in Yinchuan, there are still problems such as insufficient information disclosure and low quality of disclosure, which greatly limit the improvement of smart governance capacity of grass- roots governments. At present, we need to promote the openness of government information and improve the quality of information disclosure; strengthen the publicity and education of smart governance and improve the public participation awareness to optimize the smart governance capacity of Yinchuan.
