延迟退休对缓解人口老龄化有效性的影响——基于隔代抚养的视角

Thinking on the Effectiveness of Delaying Retirement to Alleviate Population Aging—Based on the Perspective of Intergenerational Rearing

摘要: 近年来，世界人口老龄化问题日益严重，为解决这一问题，各国均采取了适合各自国情的应对模式，同样地，我国政府为缓解人口老龄化而制定了延迟退休以及放宽生育的两种人口政策，社会各界纷纷聚焦延迟退休年龄制度和放宽生育政策解决方案。但目前中国家庭中存在着较为普遍的隔代抚养“文化”，延迟退休年龄政策很大程度上影响了年轻一代的生育意愿，产生了与延迟退休、鼓励生育以缓解老龄化作用相反的效果，显而易见的是两者之间存在着冲突。

Abstract: In recent years, the aging of the world population is becoming more and more serious. In order to solve this problem, various countries have adopted coping modes suitable for their own national conditions. Similarly, our government has formulated two kinds of population policies, namely postponing retirement and relaxing childbirth, in order to alleviate the aging of the population. But at present, there is a common “culture” of intergenerational parenting in Chinese families. The policy of postponing retirement age has greatly affected the young generation’s childbearing in-tention, which has the opposite effect of postponing retirement and encouraging childbearing to alleviate aging. Clearly, there is a conflict between the two.
