Research Report on the Difficulties and Countermeasures of the Rural Collective Economic Organization System

摘要: 在社会主义市场经济下，我国农村集体产权制度改革与新型农村集体经济建设不断深入发展，农村集体经济组织成员加速流动，农村集体结构和集体资产的表现形态发生了很大的变化，使现有农村集体经济组织制度在产权保护、内部治理、外部监督等层面及相关实践方面存在着许多的问题与困境。针对这些问题与困境尝试提出相应的对策与措施，以求探索农村集体经济制度有效实现形式、创新农村集体经济运行机制，不断完善农村集体经济组织制度，从而推动农村集体经济持续健康发展。

Abstract: Under the socialist market economy, the reform of rural collective property rights system and the construction of new rural collective economy in China have been developing in depth, the members of rural collective economic organizations have accelerated their mobility, and great changes have taken place in the rural collective structure and the manifestation of collective assets. The existing rural collective economic organization system has many problems and difficulties in property rights protection, internal governance, external supervision and related practices. In view of these problems and difficulties, this paper tries to put forward corresponding countermeasures and measures in order to explore the effective realization form of rural collective economic system, innovate the operation mechanism of rural collective economy, and constantly improve the rural collective economic organization system, so as to promote the sustainable and healthy development of rural collective economy.
