基层实践视角下治安调解制度完善的研究

Research on the Perfection of Public Security Mediation System from the Perspective of Grassroots Practice

摘要: 治安调解制度是公安机关及时处理违法行为、节约社会资源、提高行政效率、促进社会和谐的重要手段，是我国治安管理的重要组成部分，具有十分鲜明的中国特色。但在治安调解实务中仍存在适用范围过于模糊、工作程序不够完善、救济制度尚未设立、工作力量较为单一等问题。本文从基层实践的角度出发，围绕治安调解的基本原则，分析当下治安调解制度中存在的突出问题及产生的根源，并提出可行性对策。

Abstract: The public security mediation system is an important means for public security organs to deal with illegal acts in a timely manner, save social resources, improve administrative efficiency, and promote social harmony. It is a significant aspect of public security management in China and has distinct Chinese characteristics. However, there are still some issues in the current practice of public security mediation, such as the scope of application being too vague, working procedures being imperfect, the absence of an established relief system, and a shortage of working force. This paper focuses on the fundamental principles of public security mediation from the perspective of grassroots practice. It scrutinizes the prominent issues existing in the present public security mediation system and their underlying causes, and puts forward feasible countermeasures.
