重庆市基层公共卫生人员服务内容及服务能力研究

Research on the Service Content and Service Capability of Basic Public Health Service Personnel in Chongqing

摘要: 目的：了解重庆市基层公共卫生服务人员结构，分析其服务内容和服务能力，为完善基层公共卫生服务人员的培养体制提供参考建议。方法：通过随机抽样研究的方法，在重庆市范围内随机抽取基层医疗机构，通过专项问卷调查基层医疗机构从事基层公共卫生服务的专兼职人员，分析其人员结构、服务内容及服务能力。结果：基层医疗机构公共卫生服务人员执业助理公卫医师资格占比极低，其服务内容以健康教育、健康建档、老年人健康保健等项目为主，而结核病健康管理及卫生计生监督协管等项目服务频次较低，其服务能力表现在“预防医学专业知识和技能方面”、“人际交流和沟通方面”，及“健康相关意识和观念方面”能力有所欠缺。结论：重庆市基层医疗机构公共卫生服务人员量少质差的现状十分突出，应采取对策和措施弥补这一人员建设短板。

Abstract: Objective: To understand the structure of basic public health service personnel in Chongqing, analyze their service content and capabilities, and provide reference suggestions for improving the training system of basic public health service personnel. Method: Through random sampling re-search, basic medical institutions were randomly selected within the scope of Chongqing. A special questionnaire was conducted to investigate the full-time and part-time personnel engaged in basic public health services, and their personnel structure, service content, and service capabilities were analyzed. Results: The qualification of licensed assistant public health doctors of public health ser-vice staff in primary medical institutions accounted for a very low proportion. Their service content mainly focused on health education, health archiving, health care for the elderly and other items, while the frequency of tuberculosis health management, health and family planning supervision and assistance was low. Their service capability about “professional knowledge and skills of preventive medicine”, “interpersonal communication and communication” and “health-related awareness and concepts” were poor. Conclusion: The current situation of low quantity and poor quality of public health service personnel in Chongqing is very prominent, and countermeasures and measures should be taken to make up for this shortage in personnel construction.
