农村弱势群体法律权益保护现状及应对之策

The Current Situation and Countermeasures of Legal Rights Protection for Rural Vulnerable Groups

摘要: 提升农村弱势群体法律服务水平，确保“三留守”即留守儿童、留守妇女、留守老年人和残疾人等弱势群体的法律权益，是推进农村法治化建设的重要内容和题中之义。当前，落实农村地区弱势群体法律权益主要存在弱势群体相关立法分散、专门性法律阙如、农村公共法律服务不完善等问题。聚焦弱势群体面临的多重发展困境，要确保农村弱势群体法律权益落实到位，还应通过完善相关法律，优化农村公共法律服务，开展普法教育等方式予以完善。进而提高农村弱势群体立法针对性，增强弱势群体法律服务精准性，强化法律意识养成。

Abstract: Improving the legal service level of rural vulnerable groups and ensuring the legal rights and interests of the “three left behind” groups, namely left behind children, left behind women, left behind elderly people, and disabled people, is an important content and theme in promoting the construction of rural rule of law. At present, there are mainly problems in implementing the legal rights and interests of vulnerable groups in rural areas, such as scattered legislation related to vulnerable groups, lack of specialized laws, and incomplete rural public legal services. Focusing on the multiple development difficulties faced by vulnerable groups, in order to ensure that the legal rights and interests of rural vulnerable groups are fully implemented, it is also necessary to improve relevant laws, optimize rural public legal services, carry out legal education, and other methods to enhance the targeted legislation of rural vulnerable groups, enhance the accuracy of legal services for vulnerable groups, and strengthen the cultivation of legal awareness.
