Construction of Long-Term Mechanism for Rural Domestic Sewage Treatment in Henan Province

摘要: 河南省作为农业大省、人口大省，构建符合省情的乡村生活污水治理长效机制，对乡村振兴具有重要意义。从建设机制、运维机制、投入机制、监督机制、激励机制五个方面，构建河南省乡村生活污水治理长效机制。因地制宜地推进七种模式的建设机制，建立政府、村级组织、农户、第三方专业服务机构相结合的运维机制，建立以政府为主导，社会支持、村民参与的资金投入机制，建立政府监管、社会监督的乡村生活污水治理的监督机制，建立多方参与乡村生活污水治理的激励机制。

Abstract: As a large agricultural province and a large population province, Henan Province is of great signif-icance for rural revitalization to build a long-term mechanism for rural domestic sewage treatment in line with the provincial conditions. From the construction mechanism, operation and mainte-nance mechanism, investment mechanism, supervision mechanism and incentive mechanism, build a long-term mechanism for rural domestic sewage treatment in Henan Province. Promote the construction mechanism of seven modes according to local conditions, establish the operation and maintenance mechanism that combines the government, village-level organizations, farmers and third-party professional service institutions, establish the fund investment mechanism with the government as the leading factor, social support and villagers’ participation, establish the su-pervision mechanism of rural domestic sewage treatment under the government supervision and social supervision, and establish the incentive mechanism for multi-party participation in rural domestic sewage treatment.
