发达国家关于中小学教师评价体系改革的趋势、特征及启示
Trends, Characteristics and Insights of Developed Countries on the Reform of Teacher Evaluation Systems in Primary and Secondary Schools

摘要: 高质量的教师教学会带来学生学习结果的成功,因此对教师的教学质量评估是不可缺少的。本文旨在明确中小学教师评价的国际改革趋势,深入分析如美国田纳西州、澳大利亚的教师评估体系,汲取发达国家教师评价领域改革的优秀经验,对我国教师评价改革提出一些建议:专业问责模式塑造优质教师;赋权教师队伍以实现专业自主;丰富评价依据作出客观评价;课堂观察是评价的有效手段;完善教师表现的有效反馈机制。
Abstract: High-quality teacher teaching leads to successful student learning outcomes, and therefore assessment of teachers’ teaching quality is indispensable. The purpose of this paper is to identify the international reform trends of teacher evaluation in primary and secondary schools, analyze in depth the teacher evaluation systems such as those in Tennessee and Australia in the United States, draw on the excellent experiences of teacher evaluation field reform in developed countries, and make some suggestions for teacher evaluation reform in China: professional accountability model to shape quality teachers; empowering the teaching force to achieve professional autonomy; enriching the evaluation basis to make objective evaluations; classroom observation as an effective means of evaluation; and improving effective feedback mechanisms for teacher performance.
