网络暴力的危害及其规制

摘要: 随着互联网的普及，网民数量迅速增长，加之互联网空间的虚拟性、匿名性、交互性等特点，部分网民在网络上发表言论时缺乏应有的道德约束，网络暴力已经成为一种严重的社会问题。网络暴力会对当事人的身心健康造成严重伤害，网络暴力还会引发错误的舆论导向，诱发社会矛盾，进一步引起社会恐慌，造成严重后果。因此，为了保护公民权益、维护网络环境健康和秩序从而进一步维护社会稳定，需要从立法规制、平台监管、公民普法教育等多方面入手以实现对网络暴力的有效防范治理，满足社会治理体系和治理能力现代化的新要求。

Abstract: With the popularity of the Internet, the number of netizens has increased rapidly, coupled with the virtual, anonymous, interactive and other characteristics of the Internet space, some netizens lack due moral constraints when they express their opinions on the Internet, and network violence has become a serious social problem. Network violence will cause serious harm to the physical and mental health of the parties, and network violence will also cause wrong public opinion orientation, induce social contradictions, further cause social panic, and cause serious consequences. Therefore, in order to protect citizens’ rights and interests, maintain the health and order of the network environment and further maintain social stability, legislative regulation, platform supervision, citizen law education and other aspects are needed to achieve effective prevention and management of network violence and meet the new requirements of the modernization of social governance system and governance capacity.
