地级市智慧养老的问题及对策研究——以盐城市为例

Research on the Problems and Countermeasures of Smart Elderly Care in Prefecture Level City—Taking Yancheng City as an Example

摘要: 随着各个地级市进入人口老龄化阶段，由于各个地区的经济科技发展不同，智慧养老的实施面临各种不同的问题。本文首先分析了盐城市智慧养老的现状。然后，研究了智慧养老面临政府合理政策的缺乏、基础设施不健全、相关专业人才缺乏、智慧养老服务产品单一、社会参与度较低等问题。最后，提出政策引导与顶层设计的优化、智慧养老服务综合平台的建立、完善人才培养与管理体系、开发智慧养老产品和建立良好的智慧养老生态圈五个方面的智慧养老对策。

Abstract: As various prefecture level cities enter the stage of population aging, the implementation of smart elderly care faces various problems due to different economic and technological developments in different regions. This paper first analyzes the current situation of smart pension in Yancheng City. Then, the problems faced by smart elderly care are the lack of reasonable government policies, unsound infrastructure, lack of relevant professionals, single smart elderly care service products, and low social participation. Finally, this paper proposes five aspects of smart elderly care strategies: policy guidance and optimization of top-level design, establishment of a comprehensive platform for smart elderly care services, improvement of talent cultivation and management system, development of smart elderly care products, and establishment of a good smart elderly care ecosystem.
