社会民间组织参与应急物资保障模式探索

Exploration on the Mode of Social Non-Governmental Organizations Participating in Emergency Material Support

摘要: 在应急体系建设中应急物资保障体系是应急目标达成的重要环节之一，在应急管理“共建共享共治”的新格局背景下，社会力量参与应急物资保障是应急物资体系建设升级的重要路径。如何利用社会民间组织个性化，专业化特点有序有效引导社会力量参与应急物资保障全流程是本文探讨的重点内容。本文对社会力量全流程参与应急物资体系建设的可行性进行分析，结合突发应急事件案例进行问题梳理，为社会力量协同参与公共危机治理的路径提出优化建议。

Abstract: In the construction of emergency system, the emergency material support system is one of the important links to achieve the emergency goal. Under the background of the new pattern of “co-construction, sharing and co-governance” in emergency management, the participation of social forces in emergency material support is an important way to upgrade the construction of emergency material system. How to use the personalized and professional characteristics of so-cial non-governmental organizations to effectively guide social forces to participate in the whole process of emergency material support is the key content of this paper. In this paper, the feasibility of the whole process of social forces participating in the construction of emergency material system is analyzed, and the problems are sorted out in combination with the cases of emergency events, so as to put forward optimization suggestions for the path of social forces participating in public crisis governance.
