城镇化进程中我国农业转移人口养老保险问题研究

Research on the Old-Age Insurance of the Rural Transferred Population in the Process of Citizenization in China

摘要: 随着城镇化的快速发展，大量农业转移人口进入到城市。但是，由于户籍管理制度的限制，加上城乡二元制度以及国家财政、企业责任、市民歧视和农业转移人口自身条件等原因，使得农业转移人口无法成为真正的市民，特别是过低的养老保险参保率，已经成为农业人口转变为城镇人口的关键性制约因素。因此，建立符合我国市民化进程中农业转移人口特点的养老保险制度势在必行。本文针对这一问题进行深入研究，首先，对研究涉及的相关概念和相关理论进行阐释；其次，在梳理我国农业转移人口城镇化进程中养老保险现状的基础上，发现存在的问题及原因；最后，提出解决我国农业转移人口城镇化养老保险的策略建议，具有现实意义。

Abstract: With the rapid development of urbanization, a large number of agricultural migrants have moved into cities. However, due to the restrictions of the household registration management system, coupled with the urban-rural dual system, national finance, corporate responsibility, citizen discrimination and the conditions of the rural migrant population, the rural migrant population cannot become real citizens, especially the low participation rate of pension insurance has become a key constraint factor for the transformation of the agricultural population into the urban population. Therefore, it is imperative to establish the old-age insurance system that conforms to the characteristics of the agricultural migrant population in the process of citizenization. This paper makes an in-depth study of this problem. Firstly, it explains the related concepts and theories involved in the study. Secondly, on the basis of sorting out the present situation of the pension insurance in the process of citizenization of the rural migrant population, the existing problems and reasons are found. Finally, the paper puts forward some suggestions on how to solve the problem of citizenization pension insurance for the rural migrant population, which is of practical significance.
