国土空间规划约束下的旅游区规划研究

Research on Tourist area Planning under the Constraint of Territorial Space Planning

摘要: 国土空间规划是我国空间发展的指南，是国家各类规划发展的基础依据，是国家可持续发展的空间蓝图。2019年《关于建立国土空间规划体系并监督实施的若干意见》(以下简称《意见》)提出后，国土空间规划将各项规划有效的融合统一，进一步强化了对各项规划的指导约束作用。其中旅游区规划在发挥多种功能和作用进行各项旅游要素时就受到国土空间规划的约束，在《意见》的指导下进行统筹部署和具体安排。本文通过阐述国土空间规划对旅游区规划的边界约束、指标约束与其他约束性，进一步指出《意见》提出后的国土空间规划使得旅游区规划严格确定了边界与指标、统一了旅游区规划的平台与基准使得规划更专业信息更规范、进一步提升旅游区规划整体质量，最终形成了对旅游区规划的理念、定位、内容、技术方面的转变思考。

Abstract: Land spatial planning is the guide to China’s spatial development, the foundation of various national planning and development, and the spatial blueprint of sustainable development. After putting forward several opinions (hereinafter referred to as “Opinions”) on the establishment of a land use planning system and monitoring its implementation, land use planning integrates various plans and strengthens the guiding and binding role of planning. When tourism area planning plays a variety of functions and roles on various tourism elements, it is restricted by land spatial planning, and the overall deployment and specific arrangement are carried out under the guidance of notice. Through this article national spatial planning of tourist planning of boundary constraints, index constraints and other binding, further points out that "opinions" put forward after the national spatial planning strictly determine the boundary and indicators, unified the tourist planning platform and benchmark planning more professional information more specification, further improve the overall quality of tourist planning, finally formed the concept of tourist area planning, positioning, content, technical transformation of thinking.
