构建国家统一管理下的不可再生自然资源战略储备体系

A Preliminary Study on the Establishment of Strategic Reserve System of Non-Renewable Natural Resources under Nationally Unified Management

摘要: 不可再生自然资源的稳定供给和战略储备对一个国家社会经济长期稳定、持续、健康发展具有重大战略意义。在全球性资源危机的大环境下，面对我国不可再生自然资源开发利用过程中存在的诸多问题，以资源可持续利用与社会经济可持续发展的视角，构建国家统一管理下的我国不可再生自然资源战略储备体系是解决我国战略资源紧缺、资源供需缺口大，以及优势资源大量廉价流失等问题的重要途径。本文首先从理论层面就不可再生自然资源国家战略储备体系的建立展开讨论，结合我国不可再生自然资源战略储备的现状分析，在借鉴发达国家矿产资源战略储备成功经验的基础上，为我国不可再生自然资源战略储备体系之建立提出政策建议。

Abstract: The stable supply and strategic reserve of non-renewable natural resource is of greatly strategic significance for a country’s socioeconomic long-term stability, sustainable and healthy development. In the situation of global resource crisis, facing the many existing problems in the process of development and utilization of China’s non-renewable natural resources in the situation of global resource crisis. To establish a strategic reserve system of non-renewable natural resources under nationally unified management via the perspective of sustainable use of resources and socioeconomic development, is an important way to solve problems such as the scarce of our strategic resources, the large gap between supply and demand resources, and the low-cost loss of a large number of superior resources. In this paper, we firstly discuss the establish-ment of strategic reserve system of non-renewable natural resources under nationally unified management from the theoretical level, associated with the analysis of our country’s strategic reserve of non-renewable resources. On the basic of leaning from the successful experience of the strategic reserve of mineral resources in developed countries, we are trying to provide policy recommendations for the establishment of our coun-try’s strategic reserve of non-renewable natural resources.
