基于官方网站信息的驻华国际组织中文使用情况调查

Investigation on the Use of Chinese Language by International Organizations in China Based on Official Website Information

摘要: 本研究以国际组织官方网站作为调查对象和媒介，对34个驻华国际组织进行分类与比较。研究发现，在由外部多国代表发起和推动的国际组织中，中文的实用使用价值未得到充分体现。不同领域以及成立时间不同的驻华国际组织在中文使用方面存在一定差异，其背后体现的深层次影响因素是机构的受众范围、中文所承载的区域特色和国家综合实力。通过勾勒“最有可能使用中文的国际组织‘画像’”，本研究认为目前中文在驻华国际组织的使用仍然存在较多限制、但也拥有广阔发展空间。针对如何提升中文在驻华国际组织的使用率和存在感的问题，本研究建议：加快建设高质量的国际组织人才培养和输送机制；积极主导、参与创建新的国际组织和吸引国际组织入驻；推动相关研究并形成对国际组织官方网站中文使用状态的机制性调查，推动提升网站中文状态下的用户体验并扩大受众群体范围。

Abstract: This study classifies and compares 34 international organizations based in China, by taking their official websites as the research targets and medium of investigation. It is found that the practical value of the Chinese language in use is not fully reflected in the international organizations initiated and promoted by external multinational representatives. There are some differences in the use of the Chinese language among these organizations in different fields and at different times of their establishment, reflecting the underlying factors such as the scope of the international organizations’ audiences, the geographical characteristics and the national comprehensive strength represented by the Chinese language. By outlining the “portraits of international organizations that are most likely to use Chinese”, this study concludes that the use of Chinese in international organizations in China is still limited, but there is also plenty of space for development. In order to improve the use and presence of Chinese in international organizations in China, this study suggests: accelerating the construction of a high-quality mechanism for cultivating and transferring talents for international organizations; actively leading and participating in the creation of new international organizations and attracting more influential international organizations to move in; promoting relevant research and forming a mechanism for investigating the use of Chinese in the official websites of international organizations, to promote the user experience and expand the scope of the audience in the Chinese version of the websites.
