新一轮的信息技术革命和产业革命纵深推进，技术作为一种范式和平台创造了新的文化形态——网络文化，作为文化发展新的生长点，是网络信息技术价值与文化价值的统一。但信息负载文化建设的同时，也造成了网络文化攻击、网络信息垄断和网络话语霸权等现象，网络文化立法、执法、普法方面缺乏完善，因此推进网络文化法治建设尤为重要。要增强网络文化主体法治精神的认同感，强化网络文化客体立法内容和原则，改善网络文化法治环境，推动网络文化法治传播，促进技术正确赋能文化建设，在实现网络文化法治现代化建设的基础上推进文化自信自强。
The new round of information technology revolution and industrial revolution is advancing in depth, and technology, as a paradigm and platform, has created a new cultural form—network culture. As a new growth point for cultural development, it is the unity of network information technology value and cultural value. However, while building an information loaded culture, it has also led to phenomena such as cyber cultural attacks, cyber information monopolies, and cyber discourse hegemony.
