网络平台信息内容治理现状、问题与对策

Current Situation, Problems and Countermeasures of Network Platform Information Content Governance

摘要: 在互联网服务中，随着网络平台不断向纵深发展，其资金和技术上的优越性不断得到发挥，使得网络平台成为控制信息主要力量。但由于网络平台隐私性与公共性矛盾，使得其数据采集、存储、传输、处理、利用等环节不当行为更易产生风险，因而网络信息内容治理面临监督机制、网络平台监管机制以及用户权益保护制度欠缺的一系列挑战。应当集中数据监管执法力量，整合多部门治理优势，加强协同治理来完善行政监督体制；构建网络平台行为监管制度，加强网络平台内部控制，完善网络平台信息内容治理授权机制；完善网络平台信息披露制度，健全公众参与，构建完善的用户权益保障体系。

Abstract: In the Internet service, as the network platform continues to develop in depth, its financial and technical superiority continues to be brought into play, making the network platform the main force in controlling information. However, due to the contradiction between the privacy and publicity of the network platform, the improper behavior of data collection, storage, transmission, processing and utilization is more likely to cause risks. Therefore, the governance of network information content faces a series of challenges, such as the lack of supervision mechanism, network platform supervision mechanism and user rights protection system. We should focus on data supervision and law enforcement forces, integrate the advantages of multisectoral governance, and strengthen collaborative governance to improve the administrative supervision system; build a network platform behavior supervision system, strengthen the internal control of the network platform, and improve the authorization mechanism of the network platform information content governance; improve the network platform information disclosure system, improve public participation, and build a sound user rights protection system.
