“老漂族”未实现成功老龄化的现状及对策研究

Research on Current Situation and Countermeasures of Old Floating People Haven’t Being Successful Aging

摘要: “老漂族”能否在流入地实现成功老龄化，是我国深度老龄化背景下积极推行老年友好型社区建设的重要内容。论文依据卫健委公布的全国流动人口数据，对老年流动人口进行描述性统计分析，包括老年流动人口的年龄结构、学历结构等；接着对“老漂族”长期定居意愿及流动原因开展分析；然后基于成功老龄化的框架，从经济、健康和社会融入三个视角，多维度地分析“老漂族”在流入地的老龄化现状；最后针对“老漂族”成功老龄化程度不高的现状，提出推动“老漂族”实现成功老龄化的政策建议。人口快速老龄化背景下推动“老漂族”在流入地实现成功老龄化，为有效应对人口深度老龄化、保障老年流动人口基本权益，实现家庭幸福，具有重要意义。

Abstract: Whether the old floating people could be successful aging or not, is of great importance for con-structing elderly-friendly communities with the rapidly progress of deeply aging. With the help of National Floating Population Data, this paper has made the statistic analysis of old floating people, including the age structure and education structure firstly; and then the willingness of long term settlement and floating reasons have been discussed. After then, analysis on old floating people’s living conditions has been made based on the successful aging, including the dimensions of economics, health and social attendance. Lastly, policy recommendations have been proposed to help old floating people to achieve successful aging. With the development of rapidly population aging, promoting old floating people’s to pursue better elderly life, is of great importance for guaranteeing basic rights for old floating people and promoting families’ harmony and happiness.
