城乡居民基本养老保险基金管理的问题与对策

Problems and Countermeasures in the Management of Basic Pension Insurance Funds for Urban and Rural Residents

摘要: 基本养老保险是养老的第一重保障，尽管我国城乡居民养老保险政策覆盖范围和规模不断扩大，得到了政府各级部门的大力支持和广泛参与，但与此同时，养老保险基金管理方面仍存在多方面的不足。因此，需要进一步加强城乡居民养老保险基金的管理，以此确保城乡居民基本养老保险基金的保值增值。文章分析了加强城乡居民养老保险基金管理的重要性，结合城乡居民基本养老保险基金管理的现状，探讨了城乡居民养老保险基金管理和运作中存在的主要问题。最后，提出了解决这些问题的对策，旨在最大限度地发挥城乡居民养老保险基金的作用。

Abstract: Basic endowment insurance is the first guarantee of old-age care, although the coverage and scale of China’s urban and rural residents’ endowment insurance policy continues to expand, has been strongly supported and widely participated by government departments at all levels, but at the same time, there are still many deficiencies in the management of pension funds. Therefore, it is necessary to further strengthen the management of urban and rural residents’ pension insurance funds to ensure the preservation and appreciation of the basic pension insurance funds for urban and rural residents. This paper analyzes the importance of strengthening the management of urban and rural residents’ pension funds, and discusses the main problems in the management and operation of urban and rural residents’ pension funds in combination with the current situation of basic pension fund management for urban and rural residents. Finally, countermeasures to solve these problems are proposed, aiming to maximize the role of urban and rural residents’ pension funds.
