公共参与原则在城市环境治理中的应用研究

Research on the Application of the Principle of Public Participation in Urban Environmental Governance

摘要: 城市是人类活动的重要区域，建设人与自然和谐共生的现代化，必须把保护城市生态环境摆在突出位置。公众参与是基层现代化的具体实践，更是民主理念的生动彰显。我国公众参与城市环境治理虽然取得了一些成就，但当下还存在治理机制不健全、居民参与度明显不足以及治理的保障力不够的问题。因而，要通过健全公众参与城市环境治理的制度建设，提高公众参与城市环境治理的意识能力，完善公众参与城市环境治理的行政保障和司法保障等措施来促进公众参与城市环境治理的实现。

Abstract: Cities are important areas for human activities, and to build a modern society in which man and nature coexist in harmony, we must put the protection of the urban ecological environment in a prominent position. Public participation is not only a concrete practice of grassroots modernization, but also a vivid manifestation of the concept of democracy. Although some achievements have been made in China’s public participation in urban environmental governance, there are still problems such as imperfect governance mechanism, insufficient participation of residents, and insufficient guarantee of governance. Therefore, it is necessary to promote the realization of public participation in urban environmental governance by improving the institutional construction of public participation in urban environmental governance, improving the awareness and abil-ity of public participation in urban environmental governance, and improving the administrative and judicial guarantees for public participation in urban environmental governance.
