生态现代化视域下蓝碳资源保护利用的挑战与对策
Challenges and Countermeasures for the Protection and Utilization of Blue Carbon Resources from the Perspective of Ecological Modernization
摘要: 在我国致力于实现碳达峰碳中和目标的背景下,以自然为基础的气候变化应对方案是有效实现减排的必然选择。生态系统碳汇的增加可以缓解生产生活减排压力。随着我国碳双控制度完善,拓展碳汇资源对社会经济发展具有重要意义。近年来,蓝碳资源保护利用问题逐渐获得重视,但其治理问题仍有待进一步探索。在分析我国蓝碳资源保护利用面临的挑战的基础上,提出了完善蓝碳立法、发展蓝碳产业、实施蓝碳修复、拓展蓝碳市场四位一体的治理措施。
Abstract:
In the context of China’s commitment to achieving the goal of peak carbon neutrality, a na-ture-based climate change response plan is an inevitable choice to effectively achieve emission reduction. The increase of ecosystem carbon sink can ease the pressure of production and life emission reduction. With the improvement of China’s carbon double control degree, the expansion of carbon sink resources is of great significance to social and economic development. In recent years, the protection and utilization of blue carbon resources have been paid more and more attention, but its governance remains to be further explored. Based on the analysis of the challenges facing the protection and utilization of China’s blue carbon resources, this paper puts forward four measures to improve the blue carbon legislation, develop the blue carbon industry, implement the blue carbon restoration and expand the blue carbon market.
