Research on Evaluation of Service Quality of Bidding Agency

摘要: 随着我国市场经济的快速发展，招标代理机构在采购过程中扮演的角色越来越重要。国家相继出台多项法律法规和管理办法，招标代理机构服务质量和招采程序逐步规范完善，同时随着政策和环境的调整也面临新的机遇和挑战。本文针对新形势下招标代理机构服务现状，从组织筹划、文件编制、现场评审、增值服务等方面构建一套完善的招标代理机构服务质量测评指标体系，为招标采购评价工作提供有效的方法和工具，从而提高采购质量和效率，并探讨招标代理机构服务优化发展的路径。

Abstract: With the rapid development of China’s market economy, the role of bidding agencies in the procurement process is more and more important. The state has promulgated a number of laws and regulations and management measures, and the service quality and recruitment procedures of bidding agencies have been gradually standardized and improved, and at the same time, with the adjustment of policies and environment, they are also facing new opportunities and challenges. In view of the service status of bidding agencies under the new situation, this paper constructs a set of perfect service quality evaluation index systems of bidding agencies from the aspects of organization planning, document preparation, on-site review and value-added services, so as to provide effective methods and tools for bidding and procurement evaluation, so as to improve the quality and efficiency of procurement, and discusses the path of optimizing the development of bidding agencies’ services.
