个人养老金实施的优化路径探析

Analysis on the Optimization Path of Personal Pension Implementation

摘要: 随着经济社会的发展，在构建现代化养老保障体系的过程中，发展个人养老金已是大势所趋。如何破解个人养老金的实施难题，为完善养老保障体系赋能是当前亟须解决的问题。本文聚焦个人养老金存在的突出问题，探索发展个人养老金的路径。本文分析发现，当前我国个人养老金实施所面临的问题有三：缺乏明确的规定导致的监管主体不明晰；缺乏顶层设计导致的制度设计缺陷和普遍存在的人口老龄化现象。本文从理论层面对个人养老金的问题进行分析，为推动养老保障体系的更快完善提供针对性的对策。

Abstract: With the development of economy and society, it is a general trend to develop personal pension in the process of building a modern pension security system. It is urgent to solve the problem of implementing personal pension and empowering the old-age security system. This paper focuses on the outstanding problems existing in personal pension and explores the path of developing personal pension. At present, the problems facing the implementation of personal pension in our country are three: the lack of clear regulations causes the supervision subject is not clear; the lack of top-level design leads to the defects of system design and the universal phenomenon of population aging. This paper analyzes the problems of personal pension from the theoretical level, and provides targeted countermeasures to promote the faster improvement of the pension security system.
