消费帮扶视角下脱贫地区农村电商物流发展研究
Study on the Development of Rural E-Commerce Logistics in Poverty Eradication Areas under the Perspective of Consumption Assistance
摘要: 发展脱贫地区农村电商,不断完善脱贫地区农村电商物流体系,是实现消费帮扶的必要措施,是巩固脱贫攻坚与乡村振兴有效衔接的重要举措。自2018年消费帮扶(消费扶贫)政策实施以来,逐步解决了脱贫地区农产品“出村”难的问题。在消费帮扶的大力实施下,多方资源汇聚助推脱贫地区农业经济发展,脱贫地区农村电商物流也搭乘“消费帮扶的快车”得以发展。但由于脱贫地区农村电商起步晚,仍存在诸多制约发展的问题。要想加快消费帮扶走向市场化的步伐,就必须打好脱贫地区农村电商物流的基础,促使脱贫地区的农产品走出去,增加脱贫地区农户的内生动力,提升脱贫地区群众的经济收入,防止规模性返贫。本文通过分析脱贫地区农村电商物流发展的意义,探讨脱贫地区农村电商发展面临的困境,提出针对性完善策略,以期为脱贫地区农村电商未来发展提供参考借鉴。
Abstract:
Implementing rural e-commerce development in poverty alleviation areas and continuously enhancing the logistics system of rural e-commerce in these areas are crucial steps towards achieving consumer assistance. They are also significant measures for strengthening the effective link between poverty alleviation and rural revitalization. Since the introduction of the consumption assistance (consumption poverty alleviation) policy in 2018, the issue of agricultural products “leaving the village” in impoverished areas has been progressively addressed. With the enthusiastic implementation of consumer assistance, multiple resources have been pooled to facilitate the growth of the agricultural economy in poverty-stricken areas, and rural e-commerce logistics in these areas have also benefited from the “express train of consumer assistance”. However, due to the relatively late inception of rural e-commerce in poverty alleviation areas, several challenges hinder development. To accelerate the delivery of consumer assistance to the market, it is vital to establish a solid foundation for rural e-commerce logistics in poverty alleviation areas, promote the export of agricultural products from poverty alleviation areas, boost the endogenous power of farmers in these areas, increase the economic income of the impoverished masses, and prevent a large-scale resurgence of poverty. This paper examines the significance of developing rural e-commerce logistics in poverty-stricken areas, discusses the challenges faced by rural e-commerce in these areas, and proposes targeted improvement strategies to serve as a reference for the future development of rural e-commerce in poverty alleviation areas.
