马克思垄断理论视域下数字平台经济发展特征及规制进路
Characteristics of the Development of Digital Platform Economy and the Regulatory Approach under the Perspective of Marx’s Monopoly Theory

摘要: 二十大报告强调,要加快发展数字经济,促进数字经济和实体经济深度融合。我国经济发展由高速增长阶段转向高质量发展阶段,产业升级、消费升级对数字经济发展产生巨大需求,数字经济已成为中国经济发展的新增长热点。数字平台企业作为数字经济时代颇具代表性的产物,凭借双边或多边市场特性汇聚海量用户和数据,在取得快速发展的同时也引发了数字平台垄断现象。本文基于马克思垄断理论考察数字平台经济,并运用马克思主义垄断二重性因素分析我国数字平台经济发展困境,并提出规制路径。在指导平台经济发展过程中,应坚持“两个毫不动摇”,积极发展混合所有制经济,并加强对平台经济的反垄断规制,以实现平台经济的健康发展,充分发挥平台经济对流通效率的巨大促进作用。
Abstract: Report to the 20th National Congress of the Communist Party of China emphasized the need to accelerate the development of the digital economy and promote the deep integration of the digital economy and the real economy. China’s economic development has shifted from a stage of rapid growth to a stage of high-quality development, and industrial upgrading and consumption upgrading have generated huge demand for the development of the digital economy, which has become a new growth hotspot for China’s economic development. As a representative product of the digital economy era, digital platform enterprises, by virtue of the bilateral or multilateral market characteristics, converge massive users and data, and have achieved rapid development, but also triggered the phenomenon of digital platform monopoly. This paper examines the digital platform economy based on Marx’s monopoly theory, and analyzes the development dilemma of China’s digital platform economy by using the Marxist monopoly duality factor, and proposes a regulatory path. In the process of guiding the development of platform economy, it should adhere to the “two unwavering”, actively develop the mixed ownership economy, and strengthen the anti-monopoly regulation of the platform economy, so as to realize the healthy development of the platform economy, and give full play to the platform economy’s great role in promoting the circulation efficiency.
