机票诈骗犯罪特征及防控对策研究

A Study on the Characteristics and Countermeasures of Air Ticket Fraud

摘要: 随着民航业迅速发展，兴起了一种将机票作为犯罪对象的新型电信诈骗犯罪。以“机票诈骗”为关键词检索，对搜索到的46篇法律文书进行研究发现，此类犯罪的数量大幅度增长且作案手段具有多样性，不法分子表现出了较强的组织性与地域性的特点。该犯罪既源于社会环境因素的影响，也受制于个体不良思想意识的支配。为打击机票诈骗形式的违法犯罪行为，可以考虑结合日常活动理论从完善社会治理、夯实法制基础、筑牢被害治理防线的角度综合考量。

Abstract: With the rapid development of the civil aviation industry, a new type of telecom fraud crime has emerged, using airline tickets as the object of the crime. Taking “air ticket fraud” as the keyword search, a study of the 46 legal instruments found in the search found that the number of such crimes had increased substantially and that the means of operation were diversified, and that the criminals showed strong organizational and geographical characteristics. This crime is influenced both by the social environment and by the individual’s bad ideology. In order to combat air ticket fraud, it is possible to consider a comprehensive approach that takes into account the theory of daily activities from the standpoint of improving social governance, consolidating the foundations of the rule of law, and building a firm line of defense against victimisation.
