生育保险与职工基本医疗保险合并现状及管理研究——以成都市为例

Research on the Current Situation and Management of the Merger of Maternity Insurance and Basic Medical Insurance for Employees—Taking Chengdu as an Example

摘要: 在当前社会背景下，成都市的人口增长率较低，因此社会保障体系改革得到进一步关注。目前成都市正在落实生育保险与职工基本医疗保险的合并，通过对于职工基本医疗保险、生育保险制度、两险制度合并这三个基本概念的界定，结合福利多元主义理论与公共产品理论，分析成都市当前两险合并实施现状后，通过结合重庆市和合肥市这两个城市开展两险并行的管理经验，认为成都市生育保险与职工基本医疗保险合并实施的问题主要在于两险合并制度层次体系单一、相应法规有待进一步完善、宣传渠道和方式有待优化等，并基于上述理论和相关城市的两险合并管理经验，认为可以通过构建多层次的两险合并制度、重视法治建设、拓宽两险合并政策宣传渠道的方式来进行完善和补充，期望为成都市生育保险与职工基本医疗保险的合并实施建言献策。

Abstract: In the current social background, Chengdu’s population growth rate is low, so the reform of the social security system has received further attention. At present, Chengdu is implementing the merger of maternity insurance and employee basic medical insurance. By defining the three basic concepts of employee basic medical insurance, maternity insurance system and the merger of the two insurance systems, and combining the theory of welfare pluralism and the theory of public goods, this paper analyzes the current implementation status of the merger of the two insurance systems in Chengdu. Based on the management experience of the two parallel insurance in Chongqing and Hefei, it is concluded that the problems in the implementation of the merger of maternity insurance and employee basic medical insurance in Chengdu mainly lie in the single level system of the merger of the two insurance, the corresponding laws and regulations need to be further improved, and the publicity channels and methods need to be optimized. It is believed that it can be perfected and supplemented by constructing a multi-level system of the merger of the two insurance, attaching importance to the construction of the rule of law, and broadening the publicity channels of the merger of the two insurance policies. It is expected to offer suggestions for the implementation of the merger of maternity insurance and employee basic medical insurance in Chengdu.
