跨境电商中个人信息保护的挑战与对策

Challenges and Countermeasures of Personal Information Protection in Cross-Border E-Commerce

摘要: 伴随着信息网络技术的持续进步，跨国电子商务进入了一个快速增长的时期，对于促进中国经济的稳健增长起到了不可或缺的作用。在跨境电商高速发展的同时，消费者个人信息安全也引起了广泛关注，如何有效地保护个人信息不受侵犯已经成为一个紧迫的问题。近年来，我国相继出台相应的法律制度来保护跨境电子商务活动中的个人信息安全，并取得一定成效，但也存在诸多缺陷与不足。在我国跨境电商的发展历程中，个人信息面对的挑战包括法律的不完善、行业的自律约束力度较弱以及国际合作的不充分等。在此基础上，我们需要进一步完善跨境电商个人信息保护法律法规，强化行业的自我约束机制，统一第三方机构的设置，并加大国际合作力度，以确保个人信息得到充分和有效的保护，致力于促进跨境电子商务的健康发展。

Abstract: With the continuous progress of information network technology, transnational e-commerce has entered a period of rapid growth, which has played an indispensable role in promoting the steady economic growth of China. With the rapid development of cross-border e-commerce, the security of consumers’ personal information has also attracted widespread attention. How to effectively protect personal information from infringement has become an urgent issue. In recent years, China has successively issued corresponding legal systems to protect the personal information security in cross-border electronic commerce activities, and achieved certain results, but there are also many defects and deficiencies. In the development of cross-border e-commerce in China, the challenges faced by personal information include imperfect laws, weak self-discipline of the industry and insufficient international cooperation. On this basis, we need to further improve the laws and regulations on the protection of personal information of cross-border e-commerce, strengthen the self-restraint mechanism of the industry, unify the establishment of third-party institutions, and increase international cooperation to ensure the full and effective protection of personal information and strive to promote the healthy development of cross-border electronic commerce.
