论高校网络文化法治建设存在困境及路径研究

摘要: 高校作为传承文化、创新文化的重要载体和平台，发挥着以文化人的内在作用，要提升高校网络文化育人实效，推动高校网络文化法治建设。当前，高校网络文化建设存在相关法律法规体系尚不完善、监管机制有待健全、师生法治素养参差不齐，容易受到不良网络文化的影响。针对这些困境，高校网络文化法治建设的路径研究显得尤为重要，要加快完善法律法规体系，制定并执行专门针对高校网络文化的法律法规；加强监管机制建设，明确监管责任，同时提升师生网络素养和法治意识，加强法律法规教育，不断优化网络文化法制环境，鼓励正面引导，抵制不良信息，培育具有高校特色的网络文化品牌。高校网络文化法治建设是一项复杂而重要的任务，需要从法律法规、监管机制、师生素养、法治环境等多方面、多手段入手，共同推动高校网络文化的健康发展。

Abstract: As an important carrier and platform for inheriting culture and innovating culture, colleges and universities play an intrinsic role as cultural people, and it is necessary to improve the effectiveness of online culture education in colleges and universities and promote the construction of the rule of law in network culture in colleges and universities. At present, the construction of network culture in colleges and universities has the imperfection of relevant laws and regulations, the regulatory mechanism needs to be improved, and the legal literacy of teachers and students is uneven, which is easily affected by bad network culture. In view of these predicaments, it is particularly important to study the path of the construction of the rule of law in colleges and universities, and it is necessary to speed up the improvement of the legal and regulatory system, and formulate and implement laws and regulations specifically for the network culture of colleges and universities; Strengthen the construction of regulatory mechanisms, clarify regulatory responsibilities, and at the same time improve the network literacy and rule of law awareness of teachers and students, strengthen education on laws and regulations, continuously optimize the legal environment for online culture, encourage positive guidance, resist negative information, and cultivate online cultural brands with university characteristics. The construction of the rule of law in the network culture of colleges and universities is a complex and important task, and it is necessary to start from various aspects and means such as laws and regulations, regulatory mechanisms, teacher and student literacy, and the legal environment to jointly promote the healthy development of the network culture in colleges and universities.
